NTSB, ALPA Maintain Position, Says ADS-B In is Needed to Prevent Future Mid-Airs Though the US House of Representatives shot down the widely-supported Rotorcraft Operations Transparency and Oversight Reform (ROTOR) Act, industry organizations have yet to back down from their stance on ADS-B mandates. The bill would have required aircraft to not only use ADS-B Out, but also have ADS-B In integrated into cockpit displays.
