Phasing Out People Movers; Adding Terminals, Concourses Washington Dulles International Airport (IAD) is known for its dated facilities and inefficient people movers, so the Department of Transportation has launched an initiative to explore the revitalization of the airport, according to a release. The Transportation Department in an RFP is inviting proposals and public-private partnership plans from developers, architects, and engineers to construct completely new terminals and concourses at IAD.
