Jennifer Homendy Continues To Push Against House Bill In Favor Of Senate Bill National Transportation Safety Board (NTSB) Chairman Jennifer Homendy has publicly stated that the House of Representative’s ALERT bill does not fully implement the agency’s recommendations following the Jan. 29, 2025 midair collision between an American Airlines jet and an Army Black Hawk helicopter that claimed 67 lives. She says it substitutes flexibility instead of mandates for equipment that the NTSB says is necessary so that pilots can see other aircraft in busy airspace. The NTSB maintains that requiring all aircraft to carry key locator systems — specifically operational ADS?B In receivers — is central to preventing future collisions.
