The University’s Charleston-Based Aviation Program Can Add Training And Equipment U.S. Sen. Shelley Moore Capito (R-W.V.) said an allocation of more than $2.5 million for Marshall University’s Division of Aviation in Charleston is coming from fiscal year 2026 congressionally directed spending. Capito, a member of the Senate Appropriations Committee, said the funding will support the continued growth of the university’s aviation training programs, including the Bill Noe Flight School.
