USDOT Sec Duffy Announces Sacramento City College Enters E-CTI U.S Department of Transportation Secretary Sean P. Duffy announced that the FAA has added Sacramento City College as the next school to join the E-CTI, or the Enhanced Air Traffic – Collegiate Training Initiative, becoming the 10th new entrant into the program under Secretary Duffy’s mission to recruit the next generation of air traffic controllers.
