Airline Find for Failing to Refund 9/11 Fees While TSA Withholds the Same Funds The Transportation Security Administration has gotten itself into an awkward spotlight in a US Court of Appeals, defending a $48 million penalty against Southwest Airlines for failing to refund the 9/11 security fee to passengers who canceled trips and let travel credits expire… all while claiming that the agency itself is not equipped to issue those same refunds. The 9/11 security fee is authorized under Section 44940 of the U.S. Code and implemented through federal regulation. It requires airlines to collect up to $5.60 per one-way trip, or $11.20 per round trip, at the time of booking.
